The formula to convert Celsius to Fahrenheit is:

°F = (°C x 9/5) + 32

This formula works by first scaling the Celsius value by the ratio between the two scales (180 Fahrenheit degrees span the same range as 100 Celsius degrees, so the ratio is 9/5 or 1.8), then adding 32 to account for the offset between the two zero points.

Quick mental math trick: Double the Celsius value and add 30 for a rough estimate. For example, 20°C: double it (40) and add 30 = 70°F (actual is 68°F). This method is accurate within a few degrees for typical weather temperatures.
